By that point, Russia and NATO had agreed to fully restore contacts and consider each other strategic partners. At the same time, European politicians were talking about a project to create a ‘Greater Europe’ from Lisbon to Vladivostok.

It makes so much more sense having Russia as a member of the European Union, than USA in another continent. Europeans would benefit from all those Natural Resources and land to expand, and Russians would benefit from Peace and technology from Europe.
