The actual interview of the "alien" is between minute 15 and 20 seconds, to minute 20 of the video. However the whole video has remarkable footage of crashing alien flying vehicles worth checking.
When asked what triggered the future devastating nuclear war, the creature simply said DOGMA, which is a subtle way to describe the cause of a monumental event that ended civilization due to a religious or political misconception.
Given the many capacities Hollywood has shown to make films, this interview could easily be a hoax, but by the way it is presented and the manner the interaction happens between the interviewer and the creature, it is reasonable to think it could be a true event that was recorded officially and Jimmy Carter the former US president decided to make available publicly as an important warning to our society, before he dies.
